It&#8217;s repair, but it&#8217;s<br \/>\nnot the kind of carefully-planned, deep-tissue therapy of something like <a\nhref=\"http:\/\/www.goldengatebridge.org\/projects\/seismic.html\">seismic<br \/>\nretrofitting<\/a>.  Instead, it&#8217;s an emergency situation, a controlled panic<br \/>\nreaction.  &ldquo;Something is terribly wrong here.
